The report of the Fifth Plenary Session of the 18th CPC Central Committee explicitly states China¡¯s vision on clean energy development during the 13th FYP. Improving air quality is the main impetus of China¡¯s energy transformation. Currently, the transformation of heat supply is faster than that of power supply. Potential for photovoltaic power generation is higher than expected. We need to promote coordinated development of electricity generation, heat transmission, and transportation modes. Energy Internet could help in improving the flexibility and sustainability of energy supply, in order to facilitate green transformation of China¡¯s energy development.

Germany is promoting a master plan aiming at ¡°100% climate protection¡±, which noted that cities and regions shall consider their respective energy layout when developing implementation plans. Demonstration projects, conducted in the cities of Xiuzhou, Dunhuang and Xintai by Fraunhofer Institute and GIZ, explored a number of possible suggestions like energy optimization plans should be in line with the expectation of energy demand growth, local conditions, and economic development trends.

Distributed clean energy will vitally improve the comprehensive efficiency of energy use, and provide solid support to renewable energy development in China. National policies like 13th FYP for Renewable Energy Development and Action Plan on Energy Development Strategy (2014-2020) have developed a clear vision for distributed energy development. Distributed energy supply will effectively facilitate the transformation and smart development of national power grid, and enable improvement in technology, market and governance.

China and Germany have been engaged in diverse cooperation projects on energy development, from where/ which Chinese cities had drawn lots of valuable experience. Energy demand in Chinese cities will see ongoing growth, and market scale will continue to expand. With developed technology in place, challenges will emerge in supporting facilities for clean energy infrastructure, overall layout of supply mode, and policy implementation.
